Chris Baldwin has more than 25 years of planning, design, and construction experience associated with a diverse range of environmental and civil engineering projects. His experience includes watershed restoration, stormwater management, culvert replacement, site plan development, construction inspection, Phase I and Phase II environmental site assessments, and petroleum related engineering services including UST removals, aboveground storage tank facility design and permitting, and the preparation of SPCC plans.
Prior to joining the St.Germain Collins team, Chris was District Engineer for the Cumberland County Soil & Water Conservation District (CCSWCD) where he managed the District’s Development Review Program, performed third party inspections on active construction sites for erosion and sedimentation control, inspected stormwater best management practices (BMPs), and provided engineering support to the Long Creek Watershed Management District and 319 Water Quality grant programs.

Various Streams – Hancock & Penobscot County, Maine
Designed six “Stream Smart” culvert crossings and provided construction inspection during installation. Clients included The Nature Conservancy and Hancock County Soil & Water Conservation District. Several of the crossing were funded through the bond for Stream Crossing Public Infrastructure Improvement Projects.

Performing third party inspections for erosion and sedimentation control for active construction sites as City Inspector.
Risbara Bros Construction, Blue Spruce Farm Subdivision – Westbrook, Maine
Performing third party inspection during construction for erosion and sedimentation control for the Maine Department of Environmental Protection (MEDEP) at a large residential subdivision.
Long Creek Watershed Management District – Maine
Served as the technical lead and chief engineer overseeing the design, installation, and maintenance of numerous stormwater BMP’s throughout the watershed in support of the program’s restoration efforts. Currently designing the restoration piece for the Main Stem portion of the project.
Stormwater Credits for Various Clients – Portland, Maine
Assisting landowners and businesses in Portland to evaluate their existing on-site stormwater infrastructure and apply for Stormwater Service Charge credits to reduce their bill.
Section 319 Non-Point Source Water Quality Grants – Various Locations, Southern Maine
Providing survey, design, and construction oversight during the implementation of dozens of projects focused on protection and restoration of threatened water bodies and natural resources from non-point sources of pollution.
