Scott Collins is Managing Principal and Senior Engineer at St.Germain Collins, and is responsible for the management of projects and assistance with company operations. Mr. Collins has worked as an environmental engineer and consultant in the United States and Canada since 1988. His expertise includes solid waste compliance, operations and licensing, environmental assessments and remediation, petroleum facility engineering and compliance, and Brownfields site development. 

Prior to joining St.Germain Collins in 1995, Mr. Collins was employed by Jacques Whitford as a project manager in Ontario and started and managed the Portland, Maine office for Jacques Whitford in 1992.

Waste Management, ME 
Project Manager for engineering EHS compliance assistance at their Crossroads Landfill and at four transfer stations. Responsibilities include permitting, landfill operator training, Maine DEP reporting, environmental sampling, annual transfer station reporting, Storm Water Pollution Prevention Plans, SPCC Plans, and safety program audits and training. 

Casella Waste Systems, ME and NH 
Project Manager for engineering and environmental compliance assistance at five transfer stations in Maine and four transfer stations in New Hampshire. Responsibilities include permitting, SPCC Plans Storm Water Pollution Prevention Plans, SPCC Plans, AST registrations, transfer station operator training, and environmental sampling. 

Osterman Propane, LLC dba Downeast Energy, ME and NH
Project Manager for engineering and environmental compliance assistance at fourteen bulk oil plants in Maine and New Hampshire. Responsibilities include SPCC and Facility Response Plans, Storm Water Pollution Prevention Plans, AST registrations, SPCC and Facility Response Plan training. 

American Natural Gas, Westbrook, ME Project Manager for the design and permitting of the first private/public compressed natural gas fleet fueling station. Responsible for civil design and preparing applications for project approvals from Maine DEP, Long Creek Watershed Management District, Army Corps of Engineers and Westbrook planning board. 

BDS Waste Disposal, Inc., Skowhegan ME Project Manager for civil/site design & permitting of a large scale scrap tire processing facility. The facility includes storage areas for whole tires and tire chips, multiple buildings, truck scale, truck fueling and parking areas and stormwater management structures. Responsible for obtaining project approvals from Maine DEP and Skowhegan planning board. 

Shingle Recycling Facilities, ME, MA and NY Project Manager for design and permitting asphalt roofing shingle recycling facilities in Maine (2), Massachusetts (1) and New York (2). Responsible for preparing applications for approval of the facilities from state and local regulatory agencies, as well as, the approvals for use of the processed shingle chips through beneficial use determinations.
